Stage 3a Water Restrictions
Melbourne has experienced below average rainfall since mid-2006 and stream flow into our reservoirs during 2006 was the lowest recorded, so it is critical that we continue to save water. As of 1st of April 2007, due to the low rain fall, the city of Melbourne imposed Stage 3a water restrictions. The decision was made such that the impact on businesses and local sporting facilities would be kept to a minimum. Under these restrictions, a number of changes have been implemented.
The new restrictions mean that:
- You can only water your garden between 0600 and 0800 using a hand held hose fitted with trigger nozzle, a watering can, bucket or manual dripper system.
- An automatic dripper system can be used to water from midnight to 2am.
- Even numbered houses can water on Saturday and Tuesday and odd numbered houses can water on Sunday and Wednesday.
- Households with at least one resident aged 70 or over, may water their gardens manually on specified watering days between 0600 to 0800 or 0800 to 1000.
- You cannot water your lawn at anytime. The exemption only exists for some sporting grounds that have council approval.
Vehicle Washing
Vehicle washing is not permitted unless using a commercial car wash that uses 70 liters of water or less per vehicle. A bucket filled from the tap can be used to clean windows, mirrors, lights and spot remove corrosive substances.
Pools & Spas
Any new pool purchased after the 1st of April 2007 cannot be filled regardless of capacity. Please contact your local water authority on getting your pool or spa filled.
Greywater, rainwater, and recycled water
Any water from greywater systems, collected rainwater or recycled water can be used at any time for any purpose so long as the storage tank is not supplemented by the mains water supply.
What can I Do?
In the Garden
- Mulch and compost can reduce evaporation from soil by up to 70% acting like a blanket on the soil. It keeps the soil cool while also adding nutrients.
- Plants need water in their roots and soil, and not on their flowers and leaves as commonly mistaken. Watering your soil and not your leaves will help save evaporation and makes sure the water goes where it’s needed the most.
- Dry soil does not store water well. In fact, it will allow water to run off and repel. To prevent this, use water crystals and wetting agents that will soak up the water increasing the water absorption, and also slowly disperse it back into the soil as it dries out.

Exchange offer only available to South East Water customers. 3 star rated showerheads are not compatible with gravity fed or some older instantaneous hot water systems. Renters require consent from the property owner prior to exchanging their showerhead and must use a licenced plumber. By choosing to participate in the showerhead exchange program, you will not be able to get your original showerhead back once exchanged.
